Richard Bevilacqua

Dr. Bevilacqua has been a member of the NRL Federal Credit Union since 1985. He currently is the Superintendent of the Naval Research Laboratory Remote Sensing Division. He has a BA in Physics and a Master’s and Doctorate Degree in Meteorology and has over 29 years of civilian service. He has been a volunteer for local and civic organizations, and believes that by serving on the board of NRL Federal Credit Union, he can bring experience in areas of marketing, fiscal and personnel management. He currently serves on the executive and finance committees.

Vice Chair

Frank Herr

Dr. Herr recently retired from the Office of Naval Research (ONR) as the Head, Ocean Battlespace Sensing Department and a member of the Senior Executive Service. He joined the NRL Federal Credit Union in the mid-1970’s after joining the Naval Research Laboratory (NRL). He conducted basic and applied research at NRL until 1982 when he joined ONR. Dr. Herr is a graduate of Hamilton College, Clinton, NY, with a B.A. degree. He also holds a Ph.D. from the University of Maryland, College Park, MD. He is the author of 22 scientific and technical publications. During his career with the federal government, Dr. Herr was a recipient of the DoD Distinguished Civilian Service Award (2017), was twice (2005, 2010) cited as a Presidential Meritorious Executive. He joined the Board in April 2008. He currently serves on the executive, finance, and nominating committees.

Suleyman Guleyupoglu

Dr. Guleyupoglu has been a member of the Credit Union since 1998 when he started supporting research and technology efforts at the NRL Information Technology Division. His recent research focus has been on facilitation of unclassified information sharing for humanitarian assistance. Dr. Guleyupoglu received his master’s and Ph.D. degrees in engineering mechanics from the University of Alabama and holds an MBA degree from the University of Maryland, College Park. He is a member of the executive and member service and technology committees.

Treasurer

Thomas F. Swean, Jr., PhD

Dr. Swean joined the Office of Naval Research in March 1993 as Science Officer for the Ocean Technology Program.  In 1996, he became Team Leader for the Ocean Engineering and Marine Systems Team.  In 2005, he assumed the duties of Team Leader for the Maritime Mine Warfare Team, and as such led the Organic Mine Countermeasures Future Naval Capability Program until his retirement on January 3, 2015.  Dr. Swean attended Old Dominion University in Norfolk, Virginia graduating with a Bachelor of Science degree in Thermal Engineering in 1970.  He then entered Virginia Polytechnic Institute and State University, earning a Master of Science degree in Aerospace Engineering in 1972 and a PhD in Aerospace and Ocean Engineering in 1976.  Dr. Swean has been a member of NRLFCU since 1981.  He joined the Board in March 2015 as a Director and currently serves on the executive committee and is the chair of the finance committee.

Directors

Joe Bucaro

Since 2007, Dr. Bucaro has been a research physicist with EXCET, Inc. at NRL. For the prior 30 years, he led and managed the Physical Acoustics Branch carrying out scientific programs across a broad spectrum of areas in fiber optics, acoustics, sensors, and nanotechnology. In his career at the laboratory, he has received a number of awards, published over 200 scientific articles, presented over 100 talks at scientific conferences, and received 20 U.S. Patents. Dr. Bucaro has also participated in the management of the International Country Club in Chantilly, Virginia. He is currently a member of the finance committee.

Darryl Harris

Darryl Harris has been a member of the NRLFCU since 2003. He currently is vice president of business development for Applied Integrated Marketing and Design, LLC. He has a BBA in computer information systems and has over 25 years of information technology experience. He has served as a volunteer on the board of directors for local and civic organizations and believes that by serving on the board of NRL Federal Credit Union, he will enhance his volunteerism experience. He currently serves on the member service and technology committee.

Banahalli Ratna

Dr. Ratna is the head of the Center for Bio/Molecular Science and Engineering at NRL and a member of the Senior Executive Service. In this capacity, she provides executive direction and technical leadership in the development of objectives and policies necessary to conduct basic and applied research in areas of bio/molecular science and engineering. She has a Ph.D. in condensed matter physics. She has over 270 technical publications and 25 patents with over 5,000 citations. She has received several NRL Research Publication Awards for her work. She has given more than 150 invited and contributed talks at national and international meetings and universities. She has co-organized a number of national and international conferences. She is a fellow of the American Institute for Medical and Biological Engineering. Dr. Ratna has been a member of NRLFCU since 1993 and currently serves as the Chairperson of the member service and technology committee.

Douglas Todoroff

Douglas Todoroff has been superintendent of the NRL Acoustics Division and a member of the Senior Executive Service since 2009. In this position he leads and directs a world-class research organization that conducts basic and applied research in ocean acoustics, physical acoustics, signal processing, and acoustics systems. Dr. Todoroff holds a Ph.D. in condensed matter physics from Kent State University. He has been a member of the NRLFCU since 2009 and is a member of the finance committee.

Angel Callahan

Dr. Callahan is NRL’s historian, providing research and analysis to the Executive Directorate, Research Divisions and outside authorities.  Her own writing focuses on interwar drones, the origins of the space age, WWII radar R&D partnerships, scientific collaboration and transnational security.  Angelina Callahan joined the NRLFCU as a student worker in 2011.  She received her M.S. and Ph.D. in the History of Science and Technology from Georgia Tech.  Because reasonably-priced loans and lines of credit enabled her schooling and then tackling student loan debt, she remains mindful to the value of such financial opportunities.  She serves on the finance committee and chairs the nominations committee.
