Walter Jackson, CAPTAIN USN, Retired
Captain Walter Jackson retired in January 2009 after 27 years on active duty. Since retiring he has been employed by Science Applications International Corporation’s (SAIC) Processing, Exploitation & Dissemination (PED) Operation where he serves as the SAIC program manager for Distributed Common Ground System—Navy (DCGS-N). His last tour in the Navy was as the chief staff officer and inspector general at NRL from 2005 through 2008. During his time at NRL he served as the primary liaison between the laboratory and other military services and agencies where he actively promoted the science and technologies developed at NRL. He received his Bachelor of Science degree from the University of Delaware and his master’s degree from the Naval War College. Additionally he completed a yearlong program as a federal executive fellow on the faculty of Boston University, and a fellowship at the Massachusetts Institute of Technology Seminar XXI Strategic Studies Program in Washington DC. He has been a member of the NRLFCU since 2006. He currently serves on the executive, finance and nominating/education committees.
Jill Dahlburg has been superintendent of the NRL Space Science Division and a member of the Senior Executive Service since 2007. In this position she leads conception, planning, and execution of space science research and development programs with instruments to be flown on satellites, sounding rockets, and balloons; ground-based facilities; and mathematical models. Jill, who began her physics research federal career at NRL in 1985, holds a B.A. degree from St. John’s College in Annapolis, a Ph.D. degree in theoretical plasma physics from the College of William & Mary, and is a fellow of the American Physical Society. She has been a loyal member of the NRLFCU since 1985. She currently serves on the finance committee.
Douglas Todoroff has been superintendent of the NRL Acoustics Division and a member of the Senior Executive Service since 2009. In this position he leads and directs a world-class research organization that conducts basic and applied research in ocean acoustics, physical acoustics, signal processing, and acoustics systems. Dr. Todoroff holds a Ph.D. in condensed matter physics from Kent State University. He has been a member of the NRLFCU since 2009 and is a member of the executive committee and Chairperson of the finance committee.
Dr. Guleyupoglu has been a member of the Credit Union since 1998 when he started supporting research and technology efforts at the NRL Information Technology Division. His recent research focus has been on facilitation of unclassified information sharing for humanitarian assistance. Dr. Guleyupoglu received his master’s and Ph.D. degrees in engineering mechanics from the University of Alabama and holds an MBA degree from the University of Maryland, College Park. He is a member of the executive and finance committees, and is Chairperson of the member service and technology committee.
Since 2007, Dr. Bucaro has been a research physicist with EXCET, Inc. at NRL. For the prior 30 years, he led and managed the Physical Acoustics Branch carrying out scientific programs across a broad spectrum of areas in fiber optics, acoustics, sensors, and nanotechnology. In his career at the laboratory, he has received a number of awards, published over 200 scientific articles, presented over 100 talks at scientific conferences, and received 20 U.S. Patents. Dr. Bucaro has also participated in the management of the International Country Club in Chantilly, Virginia. He is currently a member of the finance committee.
Darryl Harris has been a member of the NRLFCU since 2003. He currently is vice president of business development for Applied Integrated Marketing and Design, LLC. He has a BBA in computer information systems and has over 25 years of information technology experience. He has served as a volunteer on the board of directors for local and civic organizations and believes that by serving on the board of NRL Federal Credit Union, he will enhance his volunteerism experience. He currently serves on the executive, member service and technology committees.
Dr. Herr is the head of the Office of Naval Research (ONR) Ocean Battlespace Sensing Department and a member of the Senior Executive Service. He joined federal service in 1977 at the Naval Research Laboratory (NRL) in the Ocean Sciences Division. He conducted basic and applied research at NRL until 1982 when he joined ONR. Dr. Herr is a graduate of Hamilton College, Clinton, NY, with a B.A. degree. He also holds a Ph.D. from the University of Maryland, College Park, MD. He was a National Research Council post-doctoral research associate. He is the author of 22 scientific and technical publications. Dr. Herr has twice (2005, 2010) been cited as a Presidential Meritorious Executive. Dr. Herr has been a member of the NRLFCU since he began working at NRL. He joined the board in April 2008 and currently serves on the finance and nominating/education committees.
Dr. Ratna is the head of the Center for Bio/Molecular Science and Engineering at NRL and a member of the Senior Executive Service. In this capacity, she provides executive direction and technical leadership in the development of objectives and policies necessary to conduct basic and applied research in areas of bio/molecular science and engineering. She has a Ph.D. in condensed matter physics. She has over 270 technical publications and 25 patents with over 5,000 citations. She has received several NRL Research Publication Awards for her work. She has given more than 150 invited and contributed talks at national and international meetings and universities. She has co-organized a number of national and international conferences. She is a fellow of the American Institute for Medical and Biological Engineering. Dr. Ratna has been a member of NRLFCU since 1993 and currently serves on the member service and technology committee.
Dr. Bevilacqua has been a member of the NRL Federal Credit Union since 1985. He currently is the Superintendent of the Naval Research Laboratory Remote Sensing Division. He has a BA in Physics and a Master’s and Doctorate Degree in Meteorology and has over 29 years of civilian service. He has been a volunteer for local and civic organizations, and believes that by serving on the board of NRL Federal Credit Union, he can bring experience in areas of marketing, fiscal and personnel management. He currently serves on the board as an Associate Director.
